The effectiveness of the Department of Human Services in assisting families
in trouble was greatly compromised when DHS became an adoption service.
The foster parent program should return to the previous position where foster
parents were employees of the state serving families in need and providing
temporary safe havens for wounded children.
I'm surprised our politicians didn't foresee the pitfalls and have a foster
parent/adoptive parent coalition.
Foster parents work closely with the state and officials of the DHS as well
as the social worker, ideally to benefit the needy family. But under the
current system if the foster parent decides she wants to adopt the child in
her care away from the child's blood family, the group could easily work
together to sabotage the efforts of the family to regain custody of their
child. I believe this is happening in Lawton at this very moment, and it may
be happening all over the state.
It's time to do away with the "foster parents' bill of rights" and move the
foster parent program back to a transition service for families in trouble.
The DHS needs to give up its dealings in adoption and return to providing
services for the needy.

I'm not sure if you can help me but my brothers and I were abused in all
forms as kids to the age of 7,8,9 until we were removed from the
numerous foster homes that we were in from a young age.
My brother who now lives in B.C my brother and I would like to take
action against the foster home and agency for the years of abuse
we endured we are not sure where to start or who to talk too if you
know so one and or can direct my request I would be thankful.

Former Infoseek Exec Pleads Not Guilty

LOS ANGELES - A former top executive of Infoseek is pleading not guilty to federal charges of using the Internet to plan sex with a teenager.
Patrick J. Naughton of Seattle has been arraigned in Los Angeles after an FBI chat-room sting.
He's charged with interstate travel with intent of having sex with a minor, using interstate commerce -- the Internet -- to induce a minor to engage in
sexual activity, and possession of child pornography.
He could face up to 35 years in prison.
The 34-year-old Naughton was an executive vice president of Infoseek who directed the Go Network for Walt Disney Company. He was fired after his
arrest.
He was arrested in an FBI sting last month when he arrived at the Santa
Monica pier. Prosecutors say he expected to meet a young girl he had been contacting on the Internet.

I have continued to follow the policies and procedures in the
arena of Child custody and visitation via the Washington State judicial
system/Courts.
It is clear that such state contracted programs i.e. Common Ground,
Second Chance, New Directions, and in-house CPS offices that are used by the courts to provide visitation are actually placing the child as well as the
parent < At risk >
Common Ground in King County is funded by the Council of Judges
These same Judges use the facilities in their ORDERS re; to visits
Visitation Supervisors, are not TRAINED in procedures of security
Check the supervisor of visitation requirements.
The Trig Lewis case is NOT the only case where this has occurred.
Other cases can be documented.
Custodial Interference, is occurring, in every aspect of these programs. I
had my child taken from my care right in the courthouse
lobby, by parties other than her legal custodian, in fact I had just left the
chambers of Commissioner Maurice Epstein with an ORDER of Dismissal of ANY State involvement that order was FRESH the ink had not dried on the order,
when my child was Kidnapped!
The crimes involved in my case were so comfortably committed, that
the outrage of the occurrence needed investigation, but was not.
Now we have Trig Lewis,
Kidnapped.

Kidnapping Gets Lawmaker's Attention
October 13, 1999
SEATTLE - A high-profile kidnapping could lead to changes in the way our
state handles supervised parental visits.
State Representative Ida Ballasiotes wants to know how Trig Lewis could have
kidnapped his son while a state supervisor was supposed to be watching.
Lewis disappeared with his son Ryan last summer. No one could find them until
a neighbor turned them in to police in Silver City, New Mexico. She say
Ryans picture on Americas Most Wanted.
They were on the run for 67 days.
Ballasiotes is now looking into how it could have happened -- and why it took
so long for the supervisor to call police. The supervisor, it appears in
this case, waited four hours before she contacted anyone. That seemed to be a
big violation of almost any rules, I think people would have, said
Ballasiotes.
In a written statement, the supervisor says she allowed Ryan to go to a
neighbors house and that his father followed. They never came back.
Child supervisors in our state are not licensed, not trained, dont even have
to be familiar with child custody issues.
Ballasiotes says changes may be needed, What were looking into is how does
this process work? Is the child indeed the number one priority here?
Her staff is now looking into how the state hires supervisors and what
training and qualifications are required.
She is not proposing any new legislation, but that could change depending on
what her investigation finds.

KOMO Investigates: Child Sex Tourism
May 17, 1999
HONDURAS - Its one of the worst forms of child abuse: Child Prostitution.
And while it does happen here, it is rampant in some countries overseas,
fueled by foreign tourists, many of them American, and some from the Pacific
Northwest.
What many Americans dont know, is that is illegal in the US for Americans to
travel overseas to have sex with children. And even though the act may occur
in another country, the perpetrator can be prosecuted here.
It happened to a Florida man named Marvin Hersh. For six years, Hersh visited
Honduras to have sex with poor, vulnerable young boys. Hed take them to his
hotel, and sometimes share them with other American tourists. Last year,
Hersh was convicted in Federal Court, and is now serving time in the US in a
federal prison.
But Americans arent just buying, theyre selling too. Acting on a tip, KOMO
4 News flew to Honduras, and discovered a club 'Tony Montanas' in San Pedro
Sula. It is frequented by Americans, and run by a man from our own backyard.
KOMOs Chris Heinbaugh went undercover, posing as a tourist. Inside, he found
that young girls were available for sex for about $100 for the night.
The man running the place, was Tony Bucellato. His real name is Daryell
Robert Bucellato. Hes from Portland, and has a criminal history including a
1989 felony conviction for Sexual Abuse in the 1st Degree for molesting his
12-year-old daughter.
Bucellato told us Heinbaugh he had girls as young as 14 working there. He
also said he had plenty of American customers, including many from the
Pacific Northwest.
After learning what KOMO 4 News discovered, detectives with the Child Sex
Crimes Unit of the Honduran Police launched their own investigation and two
weeks later, raided the club.
They confirmed many of the girls were underage, as young as 14. They also
discovered hidden cameras that videotaped unsuspecting customers having sex
with the girls.
Bucellato and another American are currently in a Honduran prison. A judge
has found there is sufficient evidence to try them, however that may not take
place, for two years.

Probe into illegal adoptions and revelations of corruption in high places
inspires spurious lawsuit against internationally known child welfare
advocate.

GUATEMALA CITY -- Journalists and whistle-blowers share common traits: they
are perceived as arrogant, insensitive and vexing. Their revelations are
seldom appreciated, sometimes embarrassing, occasionally incriminating,
always untimely and damned inconvenient. Both seek the truth, one in the
interest of history, the other in the service of justice. Each is a vital cog
in the vast and complex machine that energizes a democracy. They become
indispensable in marginally democratic nations where the muzzling of the
press reveals the repressive nature of government. Whereas the press is the
unelected watchdog over those elected -- or self-empowered -- to run a
country, human rights advocates are the gatekeepers of a higher moral ground
upon which rests the very foundations of a free society.
Being the watchdog and message-bearer to the multitude is a tall order,
especially for an institution as fragile as the press. The task takes on
Herculean proportions when the truth is uttered, not by a credentialed
journalist, but by an eminent and respected activist. What is endured as
"inauspicious rumor" by the first is branded as "seditious effrontery" when
bared by the other.
Take the curious case of Guatemala vs. Casa Alianza's Bruce Harris, an
18-month saga of judicial shenanigans inspired by the defendant's
investigation of illegal adoptions and culminating in a fraudulent defamation
of character lawsuit by the plaintiff which could cost Harris his freedom.
Harris' defense has since been further compromised by Guatemala's sophist
assertion that, not being a journalist, he has no freedom of speech!
TWO SYSTEMS, BOTH CORRUPT
International adoptions from Guatemala rose dramatically in the past few
years -- 1,247 in 1996; 2,254 in 1997; a third as many in the first five
months of 1998. Adoptions from Guatemala, which has the weakest adoption
statutes in Central America, grew exponentially when Honduras cracked down on
illegal adoptions in 1994.
There are two methods of adoptions in Guatemala -- private and "official."
The first is handled by attorneys, generally at the behest of young,
desperately poor, often multiparous mothers. By law, the mother can stop the
adoption process at any time, a right rarely spelled out -- or enforced.
Despondent and economically strapped, mothers are treated by the attorneys to
prenatal, delivery and post-partum care -- a benevolence the attorneys are
quick to levy against mothers who decide to keep their babies.
The private system invites both coercion and corruption. Although mothers
must, by law, submit to an interview with the Solicitor General's Office and
the diplomatic representative of the adoptive parents, attorneys often
threaten the mothers with dire consequences if they back down.
The "official" system occurs when an infant has been declared legally
abandoned by a juvenile court judge. The State becomes the "birth mother" and
acts to protect the child's best interests. While this form of adoption
appears to be more reliable, collusion between judges and attorneys for the
adoptive parents is a recurrent problem.
HARRIS SMELLS A RAT
Casa Alianza Guatemala has a formal agreement with the Solicitor General's
Office under which the organization is empowered to lend its expertise in
investigations of civil and human rights violations of Guatemalan minors.
In mid-1997, Casa Alianza was asked to help investigate the trafficking of
babies from Chiapas, Mexico to San Marcos and Guatemala City, and, from
there, to overseas destinations. The probe yielded immediate and unsettling
results: babies were being systematically stolen, bought or tricked from
their mothers' arms, then issued legal birth certificates obtained illegally.
Casa Alianza also found that Public Registrars were routinely bribed in
return for birth certificates and that midwives were paid to attest to being
present at births that did not occur. A woman was then paid about $50 to act
as the birth mother. Warned of the consequences of perjury if she snitched,
she was then dispatched to Guatemala City where she "voluntarily" surrendered
the infant to attorneys who, for $15,000 -- and in the absence of DNA testing
linking the infant and the fake mother -- arranged for the baby to be
promptly flown out of the country by its adoptive parents.
On September 11, 1997, the Solicitor General's Office called a press
conference at which, represented by Bruce Harris, Casa Alianza was invited to
take part. Also present were Carmela Curup, head of the Juvenile section of
the Solicitor General's Office, and Asisclo Valladares, the then-Solicitor
General, who had high praise for Casa Alianza's work.
Results of the joint investigation were publicly released, along with a list
of 15 criminal complaints that had been filed with the Public Prosecutor's
Office. One of the complaints alleged that attorney Susana Maria Luarca
Saracho de Umana, wife of the former President of the Guatemalan Supreme
Court of Justice, Ricardo Umana [now an influential Supreme Court Magistrate]
had routinely engaged in influence peddling and solicitation of favors. She
was specifically accused of pressuring public officials to look with favor
upon her adoption schemes.
On September 24, Mrs. Umana accused Bruce Harris of defamation, perjury and
slander. Contrary to international law, defamation is considered a criminal,
rather than civil, offense in Guatemala.
Two days later, the 4th Tribunal of Criminal Sentencing hastily agreed to
reconvene for a conciliation hearing on Oct. 13. Casa Alianza was officially
notified of this decision on Sept. 30. A sheaf of documents was found wedged
into the door of the Crisis Center. Conspicuously absent from the dossier was
Mrs. Umana's formal complaint. That same day, Casa Alianza returned the
incomplete dossier to the 4th Tribunal with a letter notifying the court of
its oversight. Harris subsequently questioned the competence and impartiality
of the 4th Tribunal.
Early in October, Casa Alianza retained an attorney. At the Oct. 13 hearing,
in a Kafkaesque scheme to frustrate the defense, the 4th Tribunal repudiated
Harris' attorney. It also impugned Harris for being absent at the hearing.
The 4th Tribunal was subsequently asked to withdraw from the case, which was
transferred to the 5th Tribunal.
In November, the Human Rights Office of the Archdiocese of Guatemala took
over Harris' defense. To date the new Tribunal has rejected every petition
for reconsideration filed by the defense. In June 1998 the court cleared the
way for a criminal trial.
LEGAL LAWLESSNESS?
Guatemala's legal system is notoriously slow. Of the 385 lawsuits instituted
by Casa Alianza in cases involving violence against minors, only 15 were
successfully prosecuted -- not for lack of incontrovertible evidence, but
because the courts refused to examine the evidence. The criminal case against
Harris appears to be unusually -- and suspiciously -- swift. If convicted, he
faces a stiff prison term.
In Guatemala, "the truth" is not an argument in defending a defamation case.
Clearly, and in flagrant violation of both the American Convention on Human
Rights and the recently ratified Article 35 of the Guatemalan Constitution,
the courts have prejudged Harris and unilaterally concluded that
constitutional guarantees of freedom of expression do not apply to him.
The 5th Tribunal's rationale appears all the more skewed considering that
Harris' chief accuser -- Susana Maria Luarca Saracho de Umana -- is herself
the subject of at least two criminal investigations, and that the
"defamatory" charges levelled against her at a public press conference and in
the presence of Guatemala's Attorney General, proved to be true and fitting.
Indeed, Mrs. Umana was recently ordered to return two infants destined for
adoption in the U.S. to their birth mothers. Casa Alianza and the
Archbishop's legal office were instrumental in reuniting the infants with
their mothers, who had been tricked into giving them up.
Disregarding Harris' ad honorem status with the Solicitor General's Office
and his participation in that capacity at the press conference, the Tribunal
now further contends that Bruce Harris is not a journalist and therefore had
no right to attend a press conference at which accusations -- legitimate or
not -- were aired in public. The Tribunal continues to deny Harris the right
to summon the Solicitor General's Office for corroboration.

Guatemala's insistence that the truth is not a legitimate defense and freedom
of expression excludes the right to speak up against crime and injustice
bodes ill for a nation whose somber and violent past continues to be the
subject of scrutiny. Underlying the Harris case, and regardless of the
outcome, is the nagging reminder that in Guatemala, despite claims to the
contrary, transparent politics, justice and a respect for fundamental rights
is a nebulous objective, not a priority.

1999/04/18 - Casa Alianza and honduran police capture four Americans for
pimping children
During late Saturday night and early Sunday morning, April 18th, 1999, a
total of three police raids took place in San Pedro Sula, Honduras, which
culminated with the arrest of four Americans accused of pimping minors.
On the basis of information provided by Casa Alianza through an anonymous tip
off over the Internet, for the past month both the local Criminal
Investigative Unit and Casa Alianza´s Legal Aid Office staff have been
investigating the "Tony Montana Night Club" which operates without a license
in the Colonia Aurora suburb of Honduras´ second largest city. Casa Alianza
has documented on hidden cameras the participation of very young girls as
"exotic dancers" who are also offered to be sexually abused. In private
rooms, the girls dance naked for less than US5 per song. Above the night club
is a hotel, with the same owner as the club, where the girls are taken to be
sexually abused.
The four Americans arrested are: Daryell Robert Bucellato who acted as the
club's administrator; Charles Kasper (60), the owner; Terry Gobe Clymire and
Russel Ecodt. The four foreigners are all detained in the cells of the
Honduran police. They rejected an offer to call the American Consul in
Tegucigalpa to advise them of their detention. They are accused of the
felonies of pimping underage girls; the corruption of minors, and the
misdemeanors of operating a bar without a license; having minors in a
location where alcohol is sold and for having minors working a night shift.
Also detained were 17 "dancers", including at least five minors from 14 years
old, and 10 waiters. All were detained in the police cells and today are
making declarations. The girls were sent to a forensic doctor to determine
their age and as to whether they had been sexually abused.
It is suspected that the information regarding the raid by the CID was
filtered by a member of the narcotics section of the Honduran police, friend
of the American owners, because a few minutes before the CID raid at 11pm,
the narcotics police raided the night club.
Despite this inconvenience, the Casa Alianza staff members inside the night
club notified the CID of the presence of many underage girls and so the CID
raid took place at 11:15pm, lasting three hours.
When the police entered the night club, ordering all patrons to lie face down
on the floor, many of the girls tried to hide in the five floors of hotel
rooms, but the police entered each room, detaining everyone.
The third raid in conjunction with the arrest of the Americans took place at
6am this morning in the house of Kasper, the club owner, in the San Pedro
Sula suburb of Colonia San Jose de Sula. The police agents confiscated dozens
of videos and an UZI machine gun. The partner of Kasper, Felicita Mercedes
Diaz Reyes (30) was temporarily detained. The house is registered in the name
of Diaz Reyes' brother.
Casa Alianza is coordinating it's actions with the Federal Bureau of
Investigations (FBI) in the United States and is checking the background of
the four detained Americans. The US extra territorial laws could lead to the
Americans being tried in US Federal Courts and jailed for up to ten years.
Bucellato has a criminal record in his home city of Portland, Oregon. Before
living in San Pedro Sula he lived in Roatan, where it was also stated that he
sexually exploited young girls and, when he moved, he left many debts.
The case in San Pedro Sula is with the 1st Criminal Judge of Letters, Jaime
Vanegas.

1999/08/09 - Another American Fugitive Arrested in Costa Rica for Child Sex
Abuse
In what is becoming a regular situation, yet another US citizen accused of
sexually abusing children was arrested in San Roque de Grecia, a suburb of
the Costa Rican capital of San Jose, last Friday evening.
Daniel Webster Hovis (53), who is on the State of North Carolina's most
wanted list, was arrested at 6:30pm by Costa Rican police and will be
deported to face six charges of sexually abusing little boys and girls
between the ages of 3 and 16.
In November 1993, a young girl told the Dare County Sheriff's Office in North
Carolina that Hovis had sexually molested her. The abuse of the 12 year old
girl took place at a Lake Gaston home owned by Hovis. During the
investigation of this crime it came to light that Hovis had been previously
charged of molesting a number of children of both sexes in the Jacksonville
Beach area during 1987 and 1988.
An arrest warrant for Hovis was issued by North Carolina Judge Terry R.Tillet
on February 19th, 1996, and it was stated that the accused is "armed and
highly dangerous". According to local press reports, Hovis had been under
investigation in Costa Rica for similar acts of sexual abuse of children.
Hovis is the tenth foreign fugitive arrested in Costa Rica so far this year.
According to Rogelio Ramos, the Vice Minister of the Presidency and head of
the Intelligence and National Security Directorate, there are more than 200
requests for captures of foreign citizens residing in Costa Rica, most of whom
are from the United States.
Casa Alianza, the Latin American branch of the New York based Covenant House,
collaborates with the Costa Rican authorities as well as in Mexico,
Guatemala, Honduras and Nicaragua, in the detention and prosecution of adults
who sexually abuse children.

Here are the most common mistakes women make that could result in them
getting kidnapped, attacked, and/or raped:
1. Getting into the attacker's car when he pulls a gun and orders you to get
into his vehicle. Most attackers don't want to shoot you ... they want you
to get into the car so that they can drive you to a deserted place and
torture you. Don't comply. Run screaming. It is MUCH more likely than not
that he will just move on to an easier target.
2. Pulling over when a man drives alongside of you pointing at your car
pretending something is wrong. If this happens, drive to the nearest
well-lit and populated gas station and look the car over yourself (or ask an
attendant). Never pull over. Believe it or not, many women have fallen for
this for fear of their car spontaneously exploding in the middle of the
road. Not likely.
3. Not locking your doors while driving. I have read several cases where the
attacker simply walks up to a woman's car while she's at a traffic light and
jumps in with his gun or knife drawn.
4. Opening your front door when you have not positively identified who is
there. If you don't have a peep hole, get one. I've seen countless cases
where the attacker gains access to his victims simply by knocking on their
door. Don't let an attacker get into your home. He then has a private,
relatively soundproof place to attack you.
5. Not being alert in parking lots. If you go to the grocery store at night,
don't be shy about asking for an escort to your car. Too many women are
abducted from parking lots or even raped in the parking lot. Look in your
back seat before entering your car. Cars provide endless hiding places for
attackers, both inside them and in between them. Be aware of your
surroundings by looking to the left and right and behind you with your head
up all the time. You may appear paranoid and look funny to others, but an
attacker will think twice about approaching someone who appears so aware of
what's going on.
6. Trusting a clean cut, honest looking stranger. I see mug shots of every
sex offender in the state of California. They do not look like monsters.
They often look like they could be your friendly grocer, bank teller,
waiter, neighbor, clergy, doctor, etc. They are every age between 15 and 90,
and probably beyond. Only a small minority actually look scary. I just read
a case yesterday of a man with only one leg who beat up his victim with his
crutch before he raped her. Who would have ever thought that a one-legged
man could be a rapist?
7. Trusting people to be alone with your children. This is a difficult one,
because child molesters end up being the LAST person the parents would
believe is the molester. Most of the child molesting cases I see involve the
stepfather, the uncle, the sister's boyfriend, the mother's boyfriend, the
grandfather, the baby-sitter, the neighbor, the family friend, the youth
camp director, daycare worker, etc. Although rare, women can also be
molesters. In every case, the perpetrator is a nice guy, trusting, good with
children, and the family is baffled or even in disbelief that the person
could be abusing their child. When it comes to your children and
grandchildren, be suspicious of everyone, no matter who they are. And pay
attention to what your child says and how he/she reacts to the mention of
different people in their lives.
Adding to this list is the one that showed up in Ann Landers about a month
ago... A lady had taken her car to the shop for a tune up. She gave the
entire set of keys to the shop. One of the shop mechanics made a copy of the
keys and raped her in her own home 3 days later. (He was caught.) Bottom
line... give only the car key. They definitely know where you live!
I visit KOMO's site almost each day. Overall your reporting, is
informative, creative. I and others, search the news daily for coverage on
the judicial system and its operation in our communities.
I find that the courts and the judicial system as a whole is in dire
straights with the public. Other News stations are reporting on subjects, we
find that KOMO, steers clear of. I know that Editorial
Boards largely hold the Coverage cards on certain topics. I also know of
several that have approached KOMO reporters with News worthy
stories and cases involving several state agencies, that our Governor
Gary Locke, is oversight on, for example DSHS.
One story is that of Laura Meljede, the mother who helped her boyfriend
cremate her infant son in the park. I noticed in the coverage, your reporter
made mention that Ms. Meljede was a foster child, however, no mention of the
foster home, Foster home records are a matter of public records, therefore
mentioning the foster home should have posed no problems, other than this
home is a pit of squalor, has been for years and children were harmed in
this
home.
Some went missing from this home and have never been seen again.
Others became pregnant in this home by the foster parents male family
members, still another died on the five narcotics that the foster parent was
taking for her emotional state a had to be revived at the home by medics.
The records on this home will make you cringe.
I know, I have all of them. I would like to see more reporting on the
quality of the courts in these situations, more coverage on the actions of
King County Judges and police agencies in how they protect children. The
seven years that I have researched these agencies in regard to the safety of
children, trusted to their care, I have found many cases where the child
died. let me cut across the
board, when taking these cases to certain reporters, I was told, THEY
WON'T LET US COVER THESE CASES! When I ask the reporter
WHY? I was told it would make the Governor and the state and federal
agencies
LOOK BAD! A child is dead and the news is afraid of making the Governor look
bad!
Do you know that parents are told the same things in the court room
when those doors close? Their attorneys, will tell them to stay quite,
for fear of making the judge mad or look bad, of course if they speak
it may be made a part of the record and it may protect their rights to their
child. Do you know that young mothers are being threatened by
Social workers and state appointed attorneys, resulting in these mothers
losing their rights to their children? It is true that some of the mothers
cannot care for their children, and the courts need to
move to protect the child, but the pendulum has swung so far out, that
the innocent are being violated in the same manor.
If we let this type of judicial misuse continue, what happens when
they knock on our doors? Well, Joe they have visited my door, and in
fighting for my basic rights and the basic rights of my child, I came
across,
a School Principle, an FBI agents family, A teacher, and a news reporters
family, a police officer, an Attorney who all was falsely accused by the out
of control agency DSHS and the judicial court system, < quote from King
County, Prosecutor, Norm Maleg.
The ACLU, director, Jerry Shehann, stated to me, that the ACLU receives 300
plus cases EACH WEEK !! When I ask him if he or anyone from the ACLU filed a
report with the office of Governor, or the Civil Rights Subcommittee in
Olympia? He replied, Why should we? They will do nothing !!
When I testified before the Civil Rights Subcommittee in the fall of 97,
there were over 600 Civil Rights Violation complaints filed with this
committee, evidence was supplied to this committee, that curtailed, Civil
and
Criminal activity committed by the actions of many state agencies. Joe,
children died, children were raped in foster homes, and state ran
facilities,
Criminals were employed in these facilities, some were state foster parents,
still others had custody of children and were never licensed by the state.
They all had one thing in common, THEY WERE Receiving STATE
and FEDERAL MONEY.
Whose tax dollars paid for this?
These families were sheep herded, off to this person and that person
and NOTHING was accomplished to correct the wrongs.
I have been out in the field. I have seen first hand the outrage.

reporter said to the parents, Gee, this is an amazing story
but we can't cover it, For fear it will make the Governor's office cut off

In fact, in my own case, News reporter, Karen O'Leary was
threatened by
Human
Relations, out of the Governor's Office< Dar Hendrickson, an Gordy Shultz,>
in an eight page letter, to not cover or investigate my case. When these
kinds of actions can shut down the media, then we have no media.
My attorney has the letter. These types of closure are being used in many
of the cases. Exparte communications are being used to close off all
discovery, even to the extreme of going to Exparte a getting a
restraining
order against the families, restraining them from PUBLIC RECORDS! The
assistant Attorney Generals on the case are doing
damage control, i.e., Christine Gregiore, in the OK Boys Ranch which
resulted
in fines to her office for such behavior.

August 8, 1997, in a faxed letter to Senator Joseph
Zarilli in which he stated to the Senator, < that all the cases being heard
by the Civil Rights Subcommittee, were mere fantasy and fallacy.>

LEGISLATIVE BRIEFING
How Did Pro-homosexual Policies Find Their Way Into Our Public School System?
1. On December 24th, 1985, Governor Booth Gardner signed Executive Order 85-09 (EO 85-09), giving special status to homosexuals and lesbians in state employment.
This marked a formal beginning of the effort to cause Washington state government to officially confer minority status upon homosexuals, lesbians and bisexuals.
In 1993, Mike Lowry signed Executive order 93-07 (EO 93-07), expanding state recognition of homosexual lifestyles and creating a "liaison within the governor's policy office to work with the community and appropriate agencies and institutions as an advocate on issues of concern to homosexuals and lesbians in the state." {Exhibit A}
We do not debate whether the intent of EO 93-07 was to include the public school system in such advocacy. Documentation provided in this briefing will reveal conclusive evidence that EO 93-07 has been interpreted as a mandate by activists within state agencies and institutions.
For additional insight into Governor Mike Lowry's commitment to homosexual special interests and education, it is only necessary to examine his Proclamations regarding the observance of "Lesbian Gay Cinema Days" (an annual event in which pornographic, homo-erotic movies are shown in lecture halls on the campus of The Evergreen State College).
In the proclamations, Lowry urges all citizens of Washington to join him "in this observance, in recognition and appreciation of the gifts of this talented group of people." His reasoning is that "the strength of our great state is derived from its wonderful diversity." Note the accompanying still pictures and descriptions of the movies offered. {Exhibit B}
On multiple occasions, Washington for Traditional Values Executive Director Robert R. Larimer, Jr. has asked Mike Lowry publicly (with television cameras rolling), whether he believes that public school children should be presented with homosexuality as a healthy, alternative lifestyle. Lowry's answers have included: "I don't know how to answer that question," and "I am not going to answer that question because it is based on a false premise."
2. The Washington State Department of Social and Heath Services (DSHS) was recently embroiled in controversy because of its complicity in promulgating an illegal "Survey of adolescent health behaviors" in the public school system. In this survey, unlawful questions regarding student sexuality and religious beliefs were asked, along with many other questions which invade the privacy and sanctity of family, home life and firmly held beliefs. {Exhibit C}
The stated purpose of the survey (developed in conjunction with the Office of the Superintendent of Public Instruction and the State Department of Health), is to assess student behaviors in order to "reduce the impact on student learning due to lost classroom time." The only logical use of such intrusive evaluations of student attitudes and conduct is to attempt to change targeted attitudes and conduct.
DSHS has also instituted "diversity training" for all DSHS employees which attempts to convince state workers to adopt new attitudes about subjects such as homosexuality (based on findings in the DSHS "Task Force on Gay and Lesbian Concerns, Final Report 1993"). It should be noted that throughout this document, produced with taxpayer dollars, the term "sexual minorities" is in constant use. This casually ignores the fact that for 17 years, attempts by pro-homosexual special interests to gain special, minority status have been repeatedly defeated in Washington's Legislature. {Exhibit D}
While a majority of DSHS workers who responded to the department's own surveys indicated that diversity training was not necessary, the "Task Force" attempted to hold community hearings in which public testimony would demonstrate a need for more sensitivity to "gay and lesbian concerns." The community hearings were dismal failures due to lack of interest and attendance.
Not easily discouraged, the DSHS "Task Force" then held "forums" in "facilities determined to be most likely to encourage local participation in a safe and supportive environment." This actually meant that tax dollars were used so that DSHS representatives could travel the state and hold meetings in gay bars such as JS PUMPS in Spokane, and at Tacoma's 733 gay bar and dance club.
By DSHS's own tally (pg. 11 of the Final Report), a maximum total of 70 "diverse" people attended the above "forums" which resulted in the recommendations in DSHS's Final Report on Gay and Lesbian Conerns, 1993. Those recommendations include: {Pg. 24, Exhibit D}
Page 28 of the DSHS Final Report begins an eleven page listing of "The DSHS Task Force On Gay And Lesbian Concerns Resource Work Group Data Base As Of January 7, 1993." These "available resources" used by DSHS include the A Capella/Gay Church of Christ Support Group, Affirmation - Gay/Lesbian Mormons, AIDS Coalition to Unleash Power (Act-Up), Alliance for Gay Youth of Tacoma, American Civil Liberties Union, Association of Gay and Lesbian State Employees, Coming Out Rap Group, Employee Association for Gays and Lesbians (EAGLE), US West Communications, Feminist Karate Union, Gay and Lesbian Youth Association (GLYAS), Hemlock Society of Washington State, Just Out (Portland, OR), LIGHTS (Lesbian and Gay Humanists), Lavender Network (Eugene, OR), National Abortion Rights Action League (NARAL), Privacy Fund, Queer Nation, Radical Women, Seattle Gay News, Seattle Municipal Elections Committee, Stonewall Committee for Lesbian/Gay Rights and the Transvestite/ Transexual Support Group. All in all, the list is a markedly one-sided gathering of advocacy groups.
W.T.V. is certain that a similar listing of pro-life advocacy organizations is not likely to appear in state documents as "resources" for government agencies. Aside from ethical concerns, we question the legality of DSHS collusion with groups such as Privacy Fund, which exist for the sole purpose of collecting money for political action. We call for an immediate and thorough investigation into this matter by the Legislature.
Washington for Traditional Values is able to supply names of DSHS employees who are willing to testify that the diversity training they underwent included advocacy of the homosexual lifestyle as the legal, societal and public health equivalent of heterosexual relationships. These employees felt that their attitudes, beliefs and values were under attack.
3. The Office of the Superintendent of Public Instruction (OSPI), while involved with DSHS in the unlawful Survey of Adolescent Health Behaviors, has also taken part in activities which advocate government approval of the homosexual lifestyle. The "Equity Education Office of the Superintendent of Public Instruction" holds "Equity Network" meetings around the state four times per year which include "sexual diversity" issues.
In March 1994, OSPI expected to gain approval for a joint "Equity in Education Policy" {Exhibit E-1, points 1 and 8}, which would have called for recruitment based on sexual orientation in the hiring of public school teachers. Overwhelming testimony from concerned citizens and organizations (including WTV), helped to prevent passage of this portion of the equity policy.
A February, 1993 pro-homosexual education seminar in the Tri-Cities called IT'S STILL TIME: ADDRESSING THE NEEDS OF GAY, LESBIAN AND BISEXUAL YOUTH carried an endorsement by the OSPI (as well as the Washington Education Association).
A pamphlet from the Tacoma-Pierce County Health Department was handed out at the above seminar. Titled Oral Sex, HIV and STDs, it contained statements such as: "We don't know if spitting out semen or vaginal fluids is safer than swallowing them . . . We don't know if oral-anal contact (rimming) can transmit the virus....Remember, it is easier to enjoy great sex if you are not worried about HIV. To get ideas for hot safer sex or support, talk to the AIDS Prevention Program staff at 591-6060." {Exhibits E & F}
Further evidence of OSPI involvement in pro-homosexual public school programs is its entaglement (again with significant participation by the Washington Education Association, WEA), in the recently formed "Safe Schools Coalition." Purportedly an effort to document and address a supposed crisis of "violence and defamation of gay, lesbian, bisexual and transgendered students and staff in Washington state schools," the coalition is actually another vehicle to normalize homosexuality in the public school setting. {Exhibit G}
Members of Washington for Traditional Values were able to attend and debunk an introductory Safe Schools Coalition "news conference" held at the University of Washington on August 31, 1994. Clearly a staged public relations ploy, the rehearsed testimony of student "victims" and coalition members did not hold up to simple questions such as "Is there any reason why what happens to homosexual or lesbian students at school is more important than what happens to other students?" As WTV Executive Director Robert R. Larimer, Jr. also pointed out at the news conference, HB 1569, the "Malicious Harassment" law, already mandates detailed and specific reporting by all law enforcement agencies in the state. The coalition's "documentation" of incidents is redundant. {Exhibits H & I}
An "Equity Edge Project" sign recently posted in many public school classrooms carries the message that "Homophobic Remarks Are Not Acceptable Here." Students are either left to themselves to self-censor by deciding what homophobic statements might be, or guided by educators to understand how to avoid making forbidden statements. Fine print at the bottom of the anti-homophobic sign states: "For more information contact Harriet Van Deursen, Vocational Equity Coordinator, Washington State Office of the Superintendent of Public Instruction." The funding source is listed as the "Single Parent/Displaced Homemaker and Sex Equity provisions of the Carl D. Perkins Vocational and Applied Technology Act.{Exhibit J}
Additional workshops, conferences or meetings on issues such as the "Sexual Diversity Workshop," sponsored by Seattle Public Schools, along with times, dates, meeting places and sponsoring organizations are listed in What Gay Agenda In Washington's Public Schools??? by Washington for Traditional Values. 4. The National Education Association (NEA), and its state affiliate, the Washington Education Association (WEA), also play an important role in the effort to convince public school children -- through public school personnel -- that their government endorses high-risk sexual behaviors as healthy alternate lifestyles.
In AFFORDING EQUAL OPPORTUNITY TO GAY AND LESBIAN STUDENTS THROUGH TEACHING AND COUNSELING: A Training Handbook For Educators (copyright 1993 by the National Education Association), the NEA recommends "Strategys for Teachers" such as: "Change language that assumes everyone is or should be heterosexual (use 'partner' rather than girl/boyfriend, 'permanent relationship' rather than marriage."), "Include issues for gay/lesbian students and staff in coverage in school newspapers,". . . "Identify gay/lesbian contributions throughout the curriculum (history, literature, art, religion, etc.)," . . . "Include gay/lesbian concerns in all prevention programs (suicide, dropout, pregnancy, etc.); and in training of peer leaders, student government, etc." {Exhibit L, page 16}
The last "strategy" is particularly relevant to peer education and prevention programs discussed in this briefing.
WHAT'S LEFT AFTER THE RIGHT and NO RIGHT TURN, written by Dr. Janet Jones for the Washington Education Association with funding from the National Education Association, were written to warn educators about parents who may object to the kinds of strategies listed above. Jones also authored Targets of the Right, a similar treatise, for THE AMERICAN SCHOOL BOARD JOURNAL, April, 1993. In light of the November 1994 elections, these publications were pathetically out of touch with the mood of the American people, including citizens of Washington state.
In a move reminiscent of the Washington Education Association, the Washington Association of School Administrators (WASA), and the Association of Washington School Principals (AWSP), have taken it upon themselves to conduct and publish a study on the CRITICS OF CHANGE which assumes that any parents or organizations which refuse to accept "education restructuring" or Outcome Based Education must necessarily be from the "Religious Far Right." It warns that "No one should underestimate the power and influence of these groups and individuals" (Washington for Traditional Values is proud to be listed in CRITICS OF CHANGE through our national affiliate, Traditional Values Coalition). {EXHIBIT L-1}
Aside from their comfort with the bigotry necessary to label citizens and ascribe ominous plans to them, WASA and AWSP display an awesome arrogance when they set forth in print to offer suggestions to school administrators on how to resist the very parents and school district patrons who pay their salaries.
1993 Test results from 91 Washington school districts show that districts which already had Outcome Based Education (OBE), or elements of OBE in use scored in the lower half of all school districts in the state. This might be considered a compelling reason for concerned citizens and parents--those dangerous CRITICS OF CHANGE--to oppose OBE. It simply does not make sense to duplicate failure. {EXHIBIT L-2}
5. The 1988 Omnibus AIDS bill created a mechanism whereby regional or county health departments renew "interagency agreements" with the State of Washington Department of Health in efforts to combat the AIDS epidemic. County and regional health departments agree to provide HIV testing, Partner notification (sexual and needle-sharing), Education (general public, health professionals and high risk populations), Intervention (high risk populations), Runaways outreach, Case management and Volunteer networks development. Annual and semiannual expenditure reports by region, local public health agency and subcontractors are required.
Empowered by Mike Lowry's E0 93-07 and the Omnibus AlDS bill, local health departments have been cooperating with public school districts and advocacy organizations to form "Peer Education" organizations which initiate education and prevention programs in local communities.
Teen pregnancy, low self-esteem, sexually transmitted diseases, the HIV/AIDS epidemic, suicide, gun violence, bigotry, racism, alcohol and drug abuse, poverty, runaways, family difficulties, peer relationships; a litany of perils threatening adolescent youth are being addressed through peer education programs across the state of Washington.
Peer education programs often take the form of off-campus get-togethers ("retreats") at which "trained" peer educators (selected students), make presentations to a gathering of students. From this group, candidates for additional peer educators are recruited and/or self-selected. These new peer educators then return to their individual schools where they plan projects and activities for their schools and/or communities.
While some peer education presentations also occur in school assemblies, and smaller more informal "teambuilding" gatherings are also a feature, the overall goal is for public school children to receive health and "decision-making" information from the people they are deemed most likely to listen to...their peers.
County or local peer education organizations typically identify themselves with acronyms such as TAPPP ("TeenAge Parenting Pregnancy and Prevention" in Grays Harbor County), APEX ("AIDS Peer Education Exchange" in Pierce County), CAPE ("Coalition for AIDS Peer Education" in King County), and REAL ("Reaching, Educating And Learning" in Clark County).
At a 1992 "APEX" presentation at Gig Harbor High School, student "experts" held a two hour assembly for the Senior class. According to Faces, a newsletter of the Pierce County AIDS Foundation, "Peer educators were allowed to use whatever means necessary to get their message across (including some quite graphic language along with condom demonstrations)." As with every peer education program WTV has investigated, care was taken to introduce APEX students to HIV infected persons who then participated in panel discussions.
In 1993 the TAPPP program in Grays Harbor County featured a weekend retreat for students from several school districts and included presentations by homosexuals who advocated their lifestyles as perfectly healthy and acceptable alternatives. Eyewitnesses saw students introduced to new concepts of sexual "abstinence" which propose oral sex, masturbation, mutual masturbation, and even anal intercourse (anything but the actual act of male-female sexual intercourse), as methods to "abstain" from sex. Materials made available at TAPPP retreats have included pamphlets and phone numbers of so-called gay/lesbian organizations and their "hotlines."
A similar 1994 off-campus HIV/AIDS "workshop" called ("Knowlege is Power"), for middle school students from districts in Cowlitz County attempted--until intervention by supporters of Washington for Traditional Values in the area--to forbid parents from attending. Longview School Board President Ken Botero stated that a planned dramatic presentation called "Secrets" was "like sending them to a live sex show." Pressure from outraged parents resulted in Kelso, Longview, Castle Rock and Toutle school districts' withdrawal of all support for the program.
In Clark County, a 1994 R.E.A.L. exhibition included a dramatic presentation for students in which a timid yet hopeful young girl was transformed by her exaggeratedly swishy "fairy godmother" into a princess. Delighted to find herself dancing with the Prince at his ball, but flustered by his request to come to his room, she ran to ask her friends what to do. They recommended that she take a condom and return to the Prince. Back at the dance floor, she discovered the Prince dancing with another girl and making a similar invitation. Disgusted, the princess threw her condom at him and stalked away. The Prince's new partner happily scooped up the condom. She had her Prince, her condom and her plans for the evening.
R.E.A.L. presenters stressed that all materials were written by teens and stated that their goal was to perform for 4000 people in various school districts and initiate 3000 local one-on-one student contacts.
Listed among the organizations which have given "support and enthusiasm" to R.E.A.L. is "Stonewall Youth." The name "Stonewall" is typically used by pro-homosexual organizations to commemorate the first homosexual riots and protests.
Fired Surgeon General Joycelyn Elders, the self-proclaimed "Condom Queen," felt that drugs should be legalized, that a driver's education approach ("What to do in the back seat") should be used in sex education, that children should be given a positive presentation of masturbation, that homosexuality and lesbianism were "wonderful" and "healthy," and was a strong supporter of peer education.
In the midst of the AIDS epidemic, and with school districts crying out for more money for "basic education," spending tax dollars so that minor children can educate and "counsel" other people's minor children on topics such as human sexuality, HIV/AIDS, and suicide is inappropriate and places impressionable children at risk.
Responsible adults in health departments and school districs should be teaching students that experimentation with hazardous lifestyles is wrong, and that avoiding sex until marriage is not only healthy, but is much more likely to produce positive self-esteem. {Exhibit M}

6. Finally, with the climate we now have in agencies of government, including school districts, opportunities abound for student led and student initiated depravity -- such as the following example from Cascade High School in Everett, WA as reported in an article in the January 22nd, 1995 issue of the Citizen Action Alert - Vancouver WA. Consider:
At the request of Community members, Washington for Traditional Values (W.T.V.) State Executive Director Bob Larimer attended the Wednesday January 18, 1995 meeting of Everett City Council to support traditional family values and basic morality. He testified regarding media criticism and controversy surrounding an Everett City Councilman's public objection to pornographic articles in issues of a local High School student newspaper (Cascade Stehekin). Everett City Councilman Doug Campbell had been criticized in the Everett Herald for involving the council in "moral" issues and using city property (Fax machine and city letterhead to alert fellow council members). Larimer stated that since public education "restructuring" calls for involvement by all community members - including parents, business and elected officials - Councilman Campbell was acting appropriately in pointing out a serious lack of judgment involving student publications (Homo-erotic "art", profanity and an article featuring a 16 year old female student's boasting of having had sex with 25 partners). Reminding all council members of their oaths of office to uphold the laws of the land, Larimer pointed out that Councilman Campbell acted out a sense of duty and the courage of his convictions when he saw the law being broken (R.C.W. 28.405.030 mandating teaching the principles of morality and forbidding profanity).
Would that all elected officials acted so responsibly. Thanking Doug Campbell for "taking a stand for the Republic, The state of Washington, the community and the children," he presented the Councilman with a commemorative U.S. Constitution coin and display case, and declared, "We the People thank you!" Councilman Campbell was then given a round of applause by those in attendance and the previously chilly atmosphere in council chambers thawed noticeably. Larimer had previously testified at a January 9th meeting of the Everett School Board at the invitation of local parents and WTV supporters. The Board agreed to tighten its policy on student publications and sent a copy to WTV.

The reporter needs the documents I have where she allowed a child to be
raped in Peggy Jeffery's foster home so often the child had two
out of wedlock pregnancies, the rape was by a male family member of
Jeffery's. Rosie was sent the sexual abuse report and IGNORED the abuse of
the child. Rosie later IGNORED the rapes of other children in this foster
home. Totally covered it up with the help of Barbara Stone, and DSHS region
four in Seattle.
She also was informed of Jeffery's sleeping in the nude with her
little
young foster girls and making them sleep nude with her, Then when Jeffery was
caught in the act by a social worker < Ann Gurrian
who reported her, Rosie, Again did nothing, accept approve of the little girl

By RUTH TEICHROEB The father of a developmentally disabled teenager filed a $5 million claim
against the state Friday for failing to protect his son from a Longview
group home employee who is now facing child rape charges involving two
other boys. Seattle lawyer Mark Leemon said the Department of Social and Health
Services ignored the father's complaints that his 15-year-old autistic son
was being sexually assaulted by the group home employee.
"It's shocking," said Leemon. "The department did nothing. There
was no investigation."
Last month, John Brower, 33, who was still employed at the Residential
Resources Inc. home, was arrested after Longview police seized more than 200
pornographic videos and computer disks at his apartment. Police say they found
homemade videos depicting sexual acts with a 14-year-old boy, also
developmentally disabled.
Since June, Brower had been paid by DSHS to provide respite care weekly at
his own apartment for the 14-year-old boy, who lives with his parents. Respite
care is short-term care set up to give parents a break.
Brower was charged last month with four counts of second-degree rape and
one count of sexual exploitation of a minor in connection with the 14-year-old
boy.
Cowlitz County prosecutors also charged Brower with two rape counts involving
a 15-year-old boy he apparently contacted through the Internet. That victim was
not developmentally disabled.
According to a police report, Brower admitted during questioning to having
sex with five teenage boys.
Longview Police Detective Mike Milosevich said Brower, who is single, is from
the area and has no criminal record.
"There quite possibly may be other victims," Milosevich said.
"The case is still open and we're still looking."
But interviewing developmentally disabled teenagers who may have been
victimized is difficult, he said.
"They have limited intellectual abilities," Milosevich said.
"It's the perfect victim for Brower."
Brower, who has pleaded not guilty to the charges, has been jailed in lieu of
$1 million bail. He is scheduled to stand trial in January.
The director of Residential Resources did not respond yesterday to several
requests for an interview. DSHS contracts with the Longview-based organization.
Gordon Schultz, a spokesman for DSHS, said he could not comment on the claim
for damages.
The criminal investigation was launched after Brower sent a pornographic
picture of a teenage boy via the Internet to a woman who was trying to track
down child pornographers, said Sue Baur, Cowlitz County's chief criminal deputy
prosecutor.
Brower was using an e-mail service offered by the Longview Daily News, Baur
said.
The woman reported Brower to the newspaper and the police. Police enlisted
the help of a U.S. Customs agent who had experience in Internet investigations.
After reading news reports about Brower's arrest, Leemon said his client
decided to file the claim against DSHS.
The man's autistic son, who is now 17, is not named as a victim in the
criminal charges against Brower.
The father first reported his concerns after his son became violent and
refused to return to the group home after a visit in September 1997 saying
Brower had touched him inappropriately.
The boy, who was in foster care, had been placed in the group home by DSHS in
1996.
After the father pressured DSHS to investigate his son's allegations two
years ago, the boy was first sent to a Portland mental hospital and then moved
to a group home in Walla Walla, Leemon said.
DSHS officials
"retaliated" against the father for advocating for his son instead of
listening to his concerns, Leemon said.
The claim seeks damages of $3 million for the boy's "pain and
suffering" and $2 million for causing the father "severe emotional
distress." The state has 60 days to consider the claim before a lawsuit can
be filed.

By ELAINE PORTERFIELD After hearing convicted child molester Dean Suess speak yesterday of
his humiliation and remorse, King County Superior Court Judge Norma Huggins
paused for just a moment. "Sorry" doesn't cut it, the judge then said.
If Suess had been truly sorry, he wouldn't have waited to confess until he
was arrested, the judge said, adding, "I do not give you credit for taking
responsibility."
With that, Huggins sentenced Suess, 47, to
almost 10 years in prison for three counts of second-degree child molestation
and four counts of third-degree child molestation. The sentence, at the high end
of the standard range, was recommended by prosecutors after Suess pleaded guilty
Jan. 14.
Prosecutors reduced two counts of second-degree child rape to second-degree
child molestation in exchange for the pleas.
Suess, a Boy Scout volunteer, was the minister
of music at a Lutheran church in Bothell at the time of his arrest, and held
a doctorate in liturgy. He sported "Dr. Suess" license plates on his
car.
But police and prosecutors said he had a dangerous side, one that went
undiscovered until last year: He had sexually abused several boys, when they
were 12 to 15 years old, dating back to 1992.
Last fall, a 22-year-old man accused Suess of raping him years earlier,
making the disclosure while applying to be a foster parent. Police couldn't
investigate the case, because the statute of limitations had expired on the
alleged crimes.
But the man told police he knew of three others who had been abused by Suess.
One man, now 19, told police he was
molested by Suess when he was 12 and 13.
A 16-year-old boy said he was
molested by Suess when he was 14 and 15. Another 19-year-old man told
authorities he was 14 and 15 when Suess molested him.
Authorities said Suess is related to two of the victims and did not befriend
them through the Bothell church or Boy Scouts.
The father of two of the victims told Huggins yesterday that the news his
sons had been molested by Suess, a man he knew and trusted, shook his world
to the core.
"Justice
demands a price for that misconduct," he said. "What a violation of
trust. . . . Only Dean alone had the power to stop his vicious
behavior."
His 19-year-old son asked the court to impose the maximum sentence. He
then turned to his abuser.
"Dean, what
you did will haunt me for the rest of my life," he said.
Suess was tearful.
"I've hurt people in
unimaginable ways," he said. "I've sacrificed their well-being and
self-esteem."
