Joseph Zarelli came to the house right before Christmas and told me that
they were going to put through a house bill involving Viki Wallen she would
oversee the department of DSHS cases involving families and children.
I told Joe that considering Wallens involvement in covering up the abuses of
Hope while she was Lowrys homosexual policy advisor appointed by Lowry, > I
had no faith in her ability to oversee in a positive light any case where
DSHS was acting in bad faith > and a child was being harmed.
He understood he said, yet he said that they were going to make it so she
reported to the Legislature and they would have control and insight to her
management. I explained to Joe again " That I had given the civil rights
subcommittee evidence < her letter to me informing me my daughter was being
sexually abused, and I should just follow the judges order and go to P-flag
and abide by the judges orders < Sellers > I reminded Joe that this letter
was evidence that she acted while in Lowrys appointment as policy advisor to
cover the rape of a child and her letter to me was clear that she
did not intend to stop the abuse of a child. Joe at this point just looked
down at the floor. The visit ended with him saying he had a long drive to get
home and he had things to do with his family to get ready for Christmas
January 1998
Margaret Frye arranged a dinner at Paul and Mary Ann Androianian's
Home for Wayne an I to meet with them and give them insight into my case and
the many other cases, this dinner took place in January 98.
At their home, Wayne first discussed the situation that my daughter was in
he brought in the facts of failure of the police to investigate the calls
from the neighbors on Hope's treatment, and the case file notes stating that
she was in need of constant supervision and her emotional and mental well
being he said that we have a child suffering and no supervision for her
safety. He told of the criminal background of Vicki Asher and the involvement
of the court to keep Hope in a dangerous high risk situation.
He brought up the fact of the video where an admission of a crime < rape >
had occurred and that the Judge had ordered that no investigation would be
done.
He flat out stated that the King county Prosecutor > Norm M > as well as
the Seattle and various police departments was responsible for the continued
< Sexual exploitation of a child < disabled from birth > and that
if her < Dangerous high risk situation > Was allowed to continue and even
more injuries and damage was allowed the state would have a greater
liability to insure. When Senator Dan McDonald asked what Wayne thought
needed to be done about it ? Wayne said that the various police agencies had
repeatedly denied me to file a missing person report or eveas much attempted
to help our family in any way stop the sexual explotitation of Hope., and he
feared that if something wasn't done and done properly and quickly we would
have a dead child on our hands, that he suggested, that
Mr. McDonald contact the Washington state patrol, and have an investigator
assigned to the case, locate this child get the family involved in her care
ASAP.
We had the video of the admission of rape of a child with us, they chose not
to view it because it was getting late and Dan McDonald wanted to get home.
He never gave Wayne a direct answer to his suggestion.
It was at this time the topic went to the liabilities of the state in this
case and many others .
I asked Senator Long who oversaw the King county prosecutors office ?
She said that " Her board " The Ethics review board " She then stated that
she knew Norm and had worked with him on other issues. Senator Stevens
then Asked McDonald, " Don you know yourself I have tried to tell you these
cases with the Department of DSHS every where what is going to be our next
step to deal with these cases ? Dan stated that he knew that this agency had
problems < Dshs > This is when Paul Androiaian said to every one but directed
to DanMcDonald ' I will not put my money out for citizens
to be treated like Ms. Kidd and her family and some of the other cases I have
heard here tonight ! Paul then asked Dan Mcdonald what can we do to find this
child and get her out of this ? This is when Wayne offered to
help any investigator or officer of the state patrol if Dan McDonald would
arrange with the Washington state Patrol to assign someone to the case.
Dan McDonald then threw his hands in teh air and said that he did not want
to hear anymore he could not handle it. This is when I said to Senator Long,
Can your board investigate why Maleng won't stop the sexual exploitation of
my child, why he won't prosecute her rapist and abusers ?
She said that she would give Norm a call. I then said what about the funds
that are used to allow these crimes to ocurr can we not report fraud and get
this type of criminal activity investigated that way ?
This is when Senator Long look at Senator McDonald and stated " We can't
do anything to hurt our federal funding " Paul Androiaian then said that
he would not have his donations go for such as this to happen and that
something needed to be done" He stated farther that if others in this state
knew that there money was being used for this they would stop supporting
this outrage.
Senator Long then stated that she wanted a copy of Hope's case and she would
read it and get back to either Wayne or me.
Senator Stevens asked Wayne and I to write Senator Long and Dan McDonald
after they left and ask them to look into these issues
We did , we drove to Olympia and left copies in their office with their aids
November 13, 1997
There was another meeting at Paul and Mary Anns on November 13, 97
Which was Senator Stevens birthday. At this meeting their were 14 people
present who watched the video of Judge Marylin Sellers where she is given
testimony of the rape of Hope and she says it will not be investigated
and then orders MS. Christina to get a restraining order against her victim
to protect herself.
And then orders me to P-Flag < Parents and friends of lesbians and gays >
And tells me I can not search for my daughter if she runs again.
all of those present was horrified when they watched the video.
Paul and Mary Ann Andrioaian was very upset by what their considerable
amount of money put into Dan McDonalds election was being used for by
these state agencies and employees.
It was at this meeting that Senator Stevens pointed out to me in the living
room as we were showing the footage of the video, everyone was seated
" that I should be careful that < They > knew of persons who had been
murdered for speaking out. later after the video was shown she made the
statement to all of us " that she had her grandchildren out side of the state
to keep them safe."
These two statements were heard by Wayne and several others present.
Long and Mcdonald was not present at this meeting.
April May 98
Wayne and I drove to Olympia again and delivered copies of Hope's case to
all the Senators on the civil rights subcommittee and we took a copy of the
court certified video that Val had viewed to the office of Senator Joseph
Zarelli, and we waited, and we waited and still no response.
We met with Zarelli's aid Jeramey.
It was during this time that I got a call form Joseph Zarelli asking me to
come and testify the same day Viki Wallen would be there, he called me the
night before to be there the next morning, I planned to go and Wayne was late
It was a blessing that Wayne was late, they had already decided that Wallen
would be appointed and that her house bill would be rushed through and it
was, this house bill would close off any other investigations
into any of the cases that got referred to her, she was given the power to
take the cases and basically seal them form any outside attention, she only
has to report to the Governor.
In this phone call Joe stated to me that after the civil rights hearings that
he got a letter from Lyle Quasim and in Mr. Quasims letter he stated
" That the cases presented before the civil rights subcommittee were
mere fallacies, and fabrications. I asked Joe for a copy of the letter and
he said he could not release it to me.
I did not testify when Wallens was there, the deal to appoint Wallens was
already in the mix.
I sent a letter to Val on April 30, 1998 inquiring of the status of the cases.
I reminded her of Senator Hargrove's statement during the testimony
when He said " What we need is a federal investigation into this "
I also reminded her of her two statements concerning the persons who had been
murdered for speaking out. and her statement of placing her own grandchildren
outside this state to keep them safe.
I received a response from Val to my letter in July 1998.
I wrote to Dixie Huff < Legislatative Aid >
I have not received a response from Ms. Huff.
No activity from the Subcommittee
In checking with families who testified and others who were not called
I found that not one has ever been contacted again by this subcommittee
Nor was a letter written to acknowledge their filing a complaint .
No correspondence whatsoever .
There has been no activity from the Civil rights Subcommittee
on behalf of the victims and there families .
July 9, 1998
I attended the Legislatative < Ethics Review Board > meeting and posed the
questions you viewed on the tape.
I received a letter from Tony Cook Staff < Legal advisor > for the board
In his letter Mr. Cook refers me to file a complaint against DSHS with the
Executive Review Board. He included a formal complaint form in his letter
along with the Ethics laws.. and Board members.
I answered Mr. Cooks letter.
Waiting for further info from him concerning my last inquiry as to
Boards digressions concerning various State department heads < Which Board
would handle which department heads.
