Mr. Locke,

I write you in concern of the children of Washington State. It has been 
brought to my attention that our children are in danger at the hands of CPS,

as well as other state agencies. These children are being deglected,
abused, 
tortured, raped, and murdered while in state care. Are children exempt from

constitutional rights? I think not... However, they are not being afforded 
these basic rights in the state of Washington. Our children are being
ripped 
from their homes and placed in the care of abusive and morally deficient 
foster homes, on the meer whim of undereducated and biased case workers. 
This is an abomination! The tears and blood of these children stain the 
hands of the entity we call "The State." Your hands Mr. Locke. 

I know that these matters have been brought to your attention in the past.
I 
would like to know what you have done to stop this insanity. And what your 
future plans are regarding this dire situation.
