Paedophiles evade police checks

QUEENSLAND'S Crime Commissioner has warned paedophiles are
infiltrating child care and community groups because of
flaws in screening for sex offenders. Commissioner Tim
Carmody said yesterday many organizations involving children
were unable to afford expensive criminal record checks. Mr
Carmody called for government departments to consider an
overhaul of screening procedures and to determine whether
sex offenders should face charges if they even apply for
jobs involving children. "Certainly the cost of criminal
history checks needs to be part of the debate of what the
most cost-effective screening model for Queensland would
be," Mr Carmody said.
Advocates for Survivors of Child Abuse Queensland director
Hetty Johnston said there was no doubt many organizations
caring for children had paedophiles on staff throughout the
state. "Scout groups, sporting clubs, youth groups, church
groups all use the services of paid and volunteer helpers,"
Ms Johnston said. "These same groups offer the prime hunting
ground that paedophiles seek out."
Queensland Families, Youth and Community Services sources
said many organizations had "little or no screening" of
staff put in charge of children.
Mr Carmody's comments come two months after the United
Kingdom introduced laws to make it a criminal offence for a
convicted child- sex offender to apply for work in fields
where children are present. The changes also make it an
offence for an employer to place children at risk of a
person with a history of sexual offences. Any British
employer who fails to conduct checks faces up to five years'
jail.
A Crime Commission spokeswoman said yesterday the UK laws,
would be considered as a possible model for Queensland. Mr
Carmody said the Crime Commission's discussion paper, to be
released within two months, also examines child-sex offender
screening and providing free checks for paid employees
working closely with children.
Queensland Families, Youth and Community Care Minister Anna
Bligh said the Forde inquiry into abuse of children in
Queensland's institutions highlighted the need for better
staff screening procedures. "Amendments are currently before
the Parliament to strengthen the screening procedures for
all prospective Family Service's staff to include all
previous convictions and charges," Ms Bligh said.
The Queensland Child Protection Act 1999, to be proclaimed
early next year, also requires the state to carry out
criminal checks on people employed in licensed childcare
services. A Queensland police spokeswoman said some
"benevolent groups" were already provided with free
background checks of volunteers, but other organisations
faced a search fee of $33.
A spokesman for Police Minister Tom Barton said full
consideration would be given to any recommendations made by
the Crime Commission.
