In the article below the AP sugars the informational quote about former DSHS
Secretary of Washington State, by saying she resigned to head a private 
agency, The TRUTH of the matter is she was OUSTED from DSHS in the OK
Boys RANCH scandel, and other high profile cases. She also obstructed the 
investigations by OSI officers who were investigating the Ranch and the 
sexual abuse of the boys there. The board of directors of this private agency
basically gave the OUSTED Soliz a CUSHY little position in the Children's 
Justice Center.. Who's mission statement is to protect the abused child...
Of Washington state.
Soliz also failed in an investigation in the Kidd case. She did assign Dshs 
Pat Barnhill to do a skip through the case file and find the HOT BULLETS in 
the KIDD case and then do something to down size the damages.

Head of state agency
recuperating from emergency
surgery

PUYALLUP, Wash. (AP) -- Lyle Quasim, head of the
frequently criticized state Department of Social and Health
Services, is recuperating from emergency intestinal
surgery.

In an operation March 18 at Allenmore Hospital, doctors
removed four feet of Quasim's small intestine following an
unexplained blockage in the 22-foot organ.

"I am very fortunate my intestine didn't rupture," Quasim
said Sunday.

Charles Reed, DSHS deputy secretary, has been in charge
of the state's principal social service agency in Quasim's
absence. Quasim, about 57, said he plans to return to
work within a couple of weeks but might not stay long.

After months of considering retirement, "there's a good
chance I will leave in December," he said. "Something like
this always makes one stop and think about everything."

Quasim's agency recently was ordered by a judge to pay
nearly $18 million to three developmentally disabled men
who said they were abused at a state-run adult home in
Bremerton

DSHS officials also are reviewing the handling of the
adoption of Shawn C. Lowrance, 20, of Lacey, who
drowned last fall after his adoptive parents took out
$650,000 in life insurance on him. Neither parent has been
arrested or charged with a crime.

Quasim, one of the state's highest ranking black appointed
officials, was appointed promoted by Gov. Gary Locke in
December 1995 from assistant secretary for health and
rehabilitation services to replace Jean Soliz, who resigned
as chief administrator to help run the Washington State
Children's Justice Center.

Quasim worked for the agency when it was formed in 1970.
In 1987 he was fired as head of the mental health division
after being accused of being autocratic and uncooperative
with aides to then-Gov. Booth Gardner.


Quasim said he was targeted for refusing to help conceal a
budget deficit from the Legislature and won a
wrongful-dismissal lawsuit and $240,000 in lost pay and
damages.

Mr. Quasim's ' Blockage ' is symptomatic, of all of the families his 
direction has ' blocked from reunification of their loved ones.' He 
said to Senator Joseph Zarilli, after many families testified in the 
Specially convened hearings in Olympia in August of 97, that the cases 
being heard by this Senate Subcommittee " Was mere fantancy and 
fallicy, they were not real. I wonder if he feels the same way about his 
Blockage? 

Pam Roach, Joseph Zarilli, Jim Hargrove, Val Stevens, sat on this 
committee, Senator Joseph after hearing the Kidd testimony committed himself 
to stating that the crimes that were committed and were still ongoing in the 
Kidd case needed investigated and would be!
Senator Jim Hargrove, stated " That what he was hearing in the testimony was 
like the Civil rights violations of the South, and needed 
a Federal investigation into the state " 
After these hearings where testimony and evidence to criminal activity 
was presented, This Specially convened subcommittee, DID nothing 

This subcommittee, had evidence given to them of Rape, terrorist assualt, 
Kidnapping, sexual exploitation of a disabled child in the states hands, and 
did nothing !

I think letters need to be written to each of these Senators and demand why 
they, themselves denied the families of assistance in reporting these crimes. 
When they admitted they were criminal, they had a duty to report to the 
proper law enforcment agencies.

This is a very serious allegation against the State Senate officials 
involved.
