This letter was sent to Senator Stevens, aid Dixie Huff
It took Senator Steven 5 months to reply. The reply was more
of a smoke screen, still < their heads were in the sand > as what to do
what was presented to the Senate Subcommittee , was evidence of criminal
activity on behalf of state employees and elected, appointed officials. What
could they do ? If an investigation was
begun, people would go to jail , and FEDERAL FUNDING , would be cut to the
state for such criminal, civil violations.

Dear Ms. Huff
I am writing on behalf of the many victims who have contacted me over the
last
several months, concerning what is being done by the Civil Rights Subcommittee
it is the one year anniversary of the Civil Rights hearings and they express
concern
as many of the victims who filed a complaint have heard nothing either in
writing or by phone or a public announcment via the media, they all state
they expected at least a written response of some kind ?
I likewise would like to know if the Civil Rights Subcommittee has tossed
these
families and victims over to the side for the time being ?
I testified in August 6,1997, and I was present in September 16,1997, when
Rosie Orskavicth
came before the Subcommittee with her response. Still the Subcommittee has
malingered, other issues stood stead on the agenda.
Senator Hargrove stated publically that what was needed " Was a federal
investigation into the state."
All on the Subcommittee seemed to be alarmed at the Civil rights abuses
within the
state and its various sundry agencies, yet that alarm has lain silent for a
year now.
I was given many reasons one that stands out vivid in my mind is , We can't
hurt our federal funding ,
With big government ( Federal ) they would not care to STOP the federal
funding
into this state should they find it being misused to do such as has been done
to the victims who came before the Civil Rights Subcommittee, and I am told
there were many who filed complaints.
I am writing to you as instructed, requesting any published work being
drafted by the Subcommittee in it attempt to address the Civil Rights abuses
brought before
them, When the Civil Rights hearings were convened.
I know that the evidence presented to the Subcommittee is very damaging to
the
state and its agencies responsible for committing such crimes/ abuses and the
states federal funding would be in danger if a federal investigation was
commenced.
Just what would that action ( If brought by the federal government ) have to
do with
the state doing the right thing where the many families and victims are
concerned ?
Do we not have a Washington State Constitution ?
Are these families and victims not protected by that very Constitution ?
And then there is the Constitution of America, all those things we just
celebrated
on the 4th of July with all the gala and fire works in down town Seattle.
I noticed this year we had music that represents our freedoms in this country
One song was " Have you ever heard the voices of angry men ? Singing , we
shall
never be slaves again ."
I fully understand that the victims feel sold down the money market trail (
Paul Allens Stadium ) ( The Tobacco wars ) took first seat by the civil
rights subcommittee, If they intended to do nothing , why was these hearings
conveaned If we need a federal investigation as Senator Hargrove stated ,
Then has he gone to the Governor and the federal government and requested one
be done ? The answer is no. The next question is Why ?
Senator Hargrove and Senator Val Stevens along with the other Subcommittee
members could still go to the Governor and the Federal goevernment and
present the true problems they have knowledge of and evidence of and request
a federal
investigation. Are they afraid ? If so they need to voice their fears
likewise.
To read that there has been nothing written or published or any plan to
address
the outrages many have suffered was a slap in the face to many. A year has
gone by and still those who came before the Subcommittee are still living
without there
civil rights and in many cases there loved ones ( Some are Dead ) and still
they seek Justice and the right thing be done.
I am sure that the victims concern is not with out justification. When a
Senator
tells me in the presence of 12 others that they had to send their
grandchildren out of the state to live to keep them safe, this same Senator
warned me in the same
meeting that I had best be careful, that they knew of people who had been
murdered for doing less than I was meaning ( Speaking out ) I took them very
serious.
A state that calls a Civil Rights Subcommittee together must have seen the
need for one, Now I want to know, why the evidence and testimony that was
brought before them has gone no where In a years time ?
Not one word has been written about or on behalf of the victims, nor has
any of the
Civil Rights Subcommittee contacted the victims and inquired if they have any
new
documentation or evidence they would like to submitin their cases.
Was this subcommittee a ( House of Cards ) ? After the facts were presented
everything would fall down, nothing more would be done to correct the wrongs ?
Was the Subcommittee aware that when some of the abuses against children
took place under state watch , that there was a federal court order against
the
State of Washington federally ordering that the neglect and supervision of
children in state care be monitored. Is this why a federal investigation is
being toned down
It is just a matter of time till the right evidence and victims get in touch
with just the right person out side this state and present some of what was
presented to the Subcommittee and then perhaps Federal funding will have to
be cut The citizens of this state and the children of this state deserve
more than a public airing of their pain and suffering before a Civil Rights
Subcommittee, who has done nothing on their behalf.
I would like a response concerning my request of what has transpired under
the Civil Rights Subcommittee's watch in this last year.
