Every citizen in the state of Washington needs to send in a request for 
records to Gov Locke, Lyle Quasim, and Washington state auditor, Brian 
Sontag, for records pertaining to the IV block grants to make sure the 
UCCJA ( Act ) is enforced. 

By the way the Governor of the state had to sign a 
waiver ' stating that the state of Washington would comply with the laws of 
this act, that was before Federal judge Thomas Hogan issued his federal order 
against the state of Washington, Judge Hogan cautioned that the state of 
Washington WOULD lose its federal funding if his order was not followed. Gary 
Locke needs to be asked for a copy of that waiver.

to bring you up to speed on what is being violated by the state of Washington.

The state of Washington has violated the following Statutes and ( acts )
In the Kidd case, and the many other cases being researched.

For starters, Federal Judge, Thomas Hogan, of the District of Columbia
In Washington DC, issued a Federal Order, March 17, 1997 against many states 
that are in Violation of these statutes and acts, resulting in medical
emotional, educational, sexual, physical, neglect of children in 17 states.
WASHINGTON STATE being one of them. That ORDER is still in force.
When all the children and families were/are being raped of their civil and 
basic rights dealing with the state agencies such as DSHS, Mr. Quasim's 
CASH COW department. This agency was acting in contempt of this order. My 
child suffered, is still suffering, along with the many others. 
Family Values Promoter, For the State of Washington, Gary Locke, is fighting 
to keep his finger in the Dike, for fear the backlash of knowledge
on just HOW and by WHO in state agencies, has violated and raped you of your 
families, jobs, children, by being in violation of these statutes and acts. 
The ' UNIFORM, CHILD CUSTODY JURISDICTIONAL ACT ' drafted in 1968, and 
amended in 1998, Is being violated as I right this by the state of 
Washington. This act is a uniform act that ALL states have to enter into and 
agree to enforce, for the safety of your children. I have researched 
The federal act, of 1968 amended 1998, And the Washington state Chopped up 
version, To make my point I researched other states versions, just to see 
HOW BAD, Washington state Chopped theirs up to allow the state agencies to 
get their hands on OUR children and provide 
little of nothing to help Parents in invoking this ACT to protect their 
children. I came away astonished at the Washington state Legislatures
They get my STUPIDITY award !! They did a number on the families residing in 
the state of Washington's jurisdiction!!
In my many interviews with Washington State Attorney's I was never told of 
the UNIFORM CHILD CUSTODY JURISDICTION ACT, and that a parent 
can envoke this UNIFORM act to protect their families and children !!

WONDER WHY ?

Parenting plans being issued in Washington state courts are illegal. 
Placing a Court order on a parent, that they cannot leave the state of 
Washington, without the almighty states permission is a detainment of freedom 
of movement. 

Forcing a parent to take their child to the states Little ' Cash Cow' Sexual 
assault units, and these units being instructed to force you to take your 
children to these QUACK councilors who paid their little 45 dollar fee to 
hang their shingles out, Yet failing to prosecute the sexual offender of your 
child, is in Violation of these statutes and acts. 
And this violation really pisses me off

When your child is seen at one of the ' Cash Cow' Sexual assault units, 
They FAIL to do mandatory ( CBC ) blood series to rule OUT
STD's. I have seen too many ( sexual assault exams ) from Washington state, 
and I look for this test, along with vaginal
anal, oral cultures that are mandatory to show they were performed. What I 
found on TOO many exam reports was this ( NO BLOOD TAKEN ) This is a criminal 
act, that child leaves the units UNPROTECTED !!
I went around and around with the King County and Mary Bridge sexual assualt 
< Cash Cow > units I was told that they decide which tests to perform. So Ok, 
I see here on this exam, photos were taken and the hymen was torn, You report 
that sexual abuse is conclusive, yet no REPORT was made to the police agency 
by your < Cash Cow unit > 
NO BLOOD TAKEN, and the child was referred to the Sexual abuse 
councilor another < CASH COW > unit, NO PROSECUTION of the 
in this case KNOWN Sexual Offender of the child ? What's up with that ?

Washington state is a cess pool of violations to children, families, elderly 
and the disabled. Which are protected under these statutes and 
acts. I suggest you get on the phone, computer or go into your attorney's 
office and demand that these ( Acts ) be enforced and asap. Your child's 
life may depend on it!
Then write a letter to Gary ( Family man ) Locke, informing him you know of 
the violations of the state of Washington and demand that he STOP the abuses 
of these statutes and acts, being committed on families and children in the 
Washington state Jurisdiction. Write a letter to Federal 
Judge Thomas Hogan informing that the state of Washington is still in 
Contempt of his federal order and other statutes and acts.

Expect your attorney to withdraw from your case if you confront him 
concerning, enforcing these acts. You can enforce this act in another state, 
when Washington state places your child at risk because they refuse to 
enforce these acts, remember they are under federal court order to ensure the 
protection of your loved one, this act provides money 
to do this, that you will seek enforcement in another state jurisdiction
which this act provides for. 
Pick up that phone call your Washington state attorney, put it on the line 
for him or her, UCCJA ( Act ) Watch them slink away belly scruffers that they 
are.. Then you know you were or was being had. 

Belly scruffers, baby cuffers, to DSHS and The courts are very detectable, 
they may start with this line when confronted: 
Look we can't use that act, it will only confuse matters, and the courts 
don't like getting into all the paperwork! Or, Yeah, I know about the act, 
BUT, It don't apply to your case !
If you persist, They say ' Look If you don't let me represent your case to 
the courts, Or I can't work with you, I will have to with draw. 
OR , Look I am a public defender, the county just dosen't have the money 
to research and bring in all these claims or acts, I don't get paid enough !

It is so dam funny to watch and listen to this SCAM from attorneys on the 
state paid dole!!
